Both are inexpensive against a new oven, and a built-in oven is normally hardwired, so replacing it drags an electrician's visit in with it. An oven that will not heat up covers the checks that are safe to do yourself.

The exception is an oven that trips the safety switch the moment it is switched on. That is an element gone to earth, so leave it off at the wall and book it rather than keep testing it. On the cooktops, a gas burner that clicks without lighting is nearly always the electrode, the spark module or a cap sitting crooked after a clean, which is in a gas cooktop that clicks but will not light. A ceramic zone that stays cold is the radiant element or its switch, and cooktop repairs has the rest.
